Phase 2 Funding Process

Opportunity Overview

  • Programs operated by 501c(3) organizations aligning with County priorities are eligible to apply for a portion of $300,000 in available resources.  
  • Minimum request amount of $25,000.00  
  • One year grant term (July 1, 2024-June 30, 2025). 
  • Payment of the full annual amount awarded will occur at the beginning of the grant year (July 2024). 
  • Direct administrative costs can be included in the request. No indirect administrative cost can be charged. Definition of Direct vs Indirect Administrative Costs  
  • Monthly submission of grant expenditure documentation and quarterly reporting reconciling budget and outcome data required.  
  • Dedicated UWSCMI staff liaison will work with funded partners throughout the grant term to support success in meeting all grant requirements.  

Eligibility Criteria

  • Active 501c3 status 
  • Application completed and all federally required documents provided (UEI number, proof of insurance, financial documents, code of ethics/conflict of interest, record retention policy).  
  • Organization is not suspended or barred from receiving federal funding or operating federal program(s).  
  • Program aligns with the action steps outlined in the Kalamazoo Blueprint for Peace (See below for eligible activities) OR implements training for Community Health Workers to learn Medicaid billing procedures to increase program sustainability.  
  • Program serves residents in Kalamazoo County. 

Notes: 

  • If financial criteria are not able to be met, an organization may ask another organization to serve as fiscal sponsor. 
  • Priority may be given to proposals with documented collaboration between two or more community organizations.  
  • Applicants are strongly encouraged to meet with UWSCMI staff prior to submitting an application. Make an appointment. 

Eligible Activities

Each funded project must align with the Kalamazoo Blueprint for Peace and specific eligible activities under SLFRF (State and Local Fiscal Recovery Funds) Expenditure Category 1.11 – Community Violence Intervention. As part of the application, applicants will be asked to identify the action step below that most aligns with their work:  

1. Stop the Shooting, Stop the Violence 

  • Strengthen capacity, collaboration, and alignment of local Community Violence Intervention efforts.  
  • Increase awareness and use of transformative practices and diversion programs for youth and adults. 
  • Implement support services for survivors of violence, including hospital-community partnerships, hospital-based violence intervention programs and social service resource programs. 
  • Expand post-incident trauma healing support, including community events and critical incident debriefing for victims, witnesses and first responders connecting them to appropriate community supports. 
  • Support and promote individual capacity for conflict prevention, de-escalation and proactive bystander practices in schools and neighborhoods. 

2. Support Children, Youth, and Families 

  • Develop a continuum of alternatives for school suspension, exclusion, expulsion and zero tolerance policies, emphasizing diversion, restoration and inclusion rather than exclusion and punishment.  
  • Increase coordination of youth job programs to link higher need youth to subsidized jobs and supportive services to strengthen employability and earn income concurrently. 

3. Cultivate Economic Stability 

  • Provide access to resources that support stabilization in housing, employment, childcare, and transportation. 

Process Timeline

March 18, 2024 

  • Requests for proposals released.  
  • UWSCMI staff, County Commissioners, and community partners conduct targeted outreach to eligible grantees.  

March 18-May 3, 2024 

  • Applicants work to complete application. Ongoing technical assistance from United Way staff available.  

May 3, 2024, at Noon 

  • Application Submission Deadline 

May 6-24, 2024 

  • Staff/Community Consultants review applications.  

June 4, 2024 

  • Grantees notified of outcome.  
  • Grant Agreements are provided to approved grantees. Those receiving partial funding are given the opportunity to adjust projected outcomes/budget.  

June 15, 2024, at Noon 

  • Grant Agreement Submission Deadline 

Week of June 18, 2024 

  • Verification of all grant requirements. Grant Agreements signed by UWSCMI and returned.   

July 1, 2024 

  • Grant term begins.  
  • Ongoing UWSCMI staff support provided for reporting and compliance with federal funding requirements throughout the grant term.  

Ongoing through grant term 

  • Monthly expenditure reports submitted by the 10th of each month for the previous month’s expenditures.  
  • Quarterly reports submitted on July 10th, October 10th, and January 10th, and April 10th of the grant year. The quarterly report will serve as that month’s expenditure report as well.  

June 30, 2025 

  • Grant term ends. Final report submitted on July 10, 2025.
