The HUD CoC Notice of Funding Opportunity (NOFO) for the 2026 HUD Continuum of Care Program Competition was released June 1st, 2026, by the US Dept of Housing and Urban Development (HUD) and is now open.
The competition will close on Wednesday, August 26, 2026. The local application and esnaps application with attachments are due to CoC Director, Patrese Griffin via p.griffin@uwscmi.org, by 4pm Monday July 27th, 2026. The local application must be submitted electronically. If the esnaps application is not available before the local application deadline, attach tthe budget/match form and all attachments as noted in the local application.
Estimated amounts for our CoC are outlined below:
- Estimated ARD: $540,176
- Tier 1: $324,105.60
- CoC Bonus: $500,000
- DV Bonus: $108,035.20
- CoC Planning: $50,000

Local Project Prioritization for the HUD CoC Program Competition
To align local funding decisions with community priorities and system needs, project applications will be prioritized in the following order:
- Tier 1:
- HMIS Renewal & Expansion projects
- SSO- Coordinated Entry Renewal projects, by local application score
- Domestic Violence (DV) projects, by local application score
- Permanent Supportive Housing (PSH) Renewal projects, by local application score*
- Tier 2:

- New Transitional Housing (TH) projects, with a particular emphasis on projects providing beds for individuals engaging in substance use disorder (SUD) treatment**
- Other New Transitional Housing (TH) projects, by local application score
- New Supportive Services Only (SSO) projects, by local application score
*Renewal project applicants that do not score in tier 1 are encouraged to use the transition grant process to transition these projects to TH, SSO-SO, or SSO-Standalone project types. These applications will be considered new projects and ranked competitively in tier 2. If there is a renewal project that straddles tier 1 and 2, the portion of the project in tier 2 may be requested to reallocate.
**New TH projects that provide beds for individuals engaging in SUD treatment will be selected by local application score until a threshold of 11 units has been reached. All other SUD TH projects will be ranked with other new TH projects by local application score.
Projects will be evaluated in accordance with HUD's CoC Program Competition requirements and local ranking criteria. The prioritization above reflects the Continuum of Care's strategic investment priorities and will guide the review and ranking of project applications during the local competition.
